01 / Engineering

Designed right,
before we build.

Our in-house A&E and structural departments handle every aspect of wireless infrastructure design — from permit and construction documents through stamped structural analysis.

The A&E Department produces permit & construction documents, zoning & subdivision documents, construction drawings, and artistic renderings & photo simulations. The Environmental Department covers Phase I environmental assessments, NEPA & SHPO studies, and in-house geotechnical investigations.

Accurate designs from the start simplify construction, reduce change orders, and protect your schedule.

PE Dozens of Professional Engineering licenses. Every deliverable stamped and sealed in-house.
A&E Design Services
Permit & construction documents, zoning & subdivision documents, construction drawings, and artistic rendering & photo simulations.
Environmental Services
Phase I environmental assessments, NEPA & SHPO studies, and in-house geotechnical investigations.
Structural Analysis
Tower structural analysis & design, foundations design, rooftop analysis & design, foundation inspections, and water tank design — all sealed by in-house structural engineers.
Site Audits & Surveying
ALTA and boundary surveys, topographic surveys, site audits, transportation surveys, and FAA certification (1A & 2C). Networked RTK GPS affording precisions to 0.03’ across Illinois and northeast Wisconsin.
02 / Site Acquisition

We find
the site.

Candidate selection, lease negotiation, zoning submittals, permitting, and environmental management — handled in parallel by people who do this hundreds of times a year.

Licensed as both General Contractor and Electrical Contractor in over 250 jurisdictions, Concordia knows every local authority's quirks, timelines, and submittal requirements. We get sites approved faster because we've done it before, everywhere.

We manage the full acquisition lifecycle alongside engineering so nothing waits unnecessarily on a lease or zoning variance.

250+ jurisdictions where we hold active GC and EC licenses
Candidate Selection
Site search, candidate identification, and feasibility assessment before lease commitments are made.
Lease Reviews & Negotiations
Lease review, landlord outreach, and negotiation through executed agreement for tower, rooftop, and ground-mount sites.
Zoning Analysis, Submittals & Hearings
Zoning analysis, variance applications, submittal packages, and representation at zoning hearings to secure necessary use permits.
Permitting & Municipal Negotiations
Permit acquisition and direct negotiation with municipalities, including ROW and encroachment permits for street-level deployments.
A&E Management
Coordination and management of architectural & engineering deliverables through the entitlement and permitting process.
Environmental Management
Environmental permitting, NEPA documentation, and FCC compliance support for sites requiring environmental review.
03 / Construction

We put it
in the ground.

Self-perform tower, antenna, civil, and electrical crews across North America. Project management, macro tower construction, small cell deployment, OSP fiber — all in-house.

When our crews build it, our engineers designed it, and our PMs scheduled it, every team member owns the outcome. That accountability runs from the first concrete pour to the final antenna mount.

In-house electrical installers and small cell teams mean no markup on top of markup — one contract covers the full scope.

Project Management
End-to-end project management from pre-construction through final carrier acceptance. Tower crews and integration crews coordinated under one PM.
Antenna & Line Tower Crews
Tower stacking and tower modifications. Antenna installation, coaxial and fiber line work, and equipment rack mounting at height.
Civil & Electrical Crews
Concrete slabs, trenching, tower foundations, and de-installations. In-house electrical installers and in-house small cell crews for power and equipment infrastructure.
OSP Fiber Optic Networks
Fiber optic and cable network design and deployment, small cell construction, and in-house directional boring services for underground routes.
04 / Commissioning & Integration

Every site
closed right.

Full system commissioning, multi-generation network integration, and post-commissioning operational support — we don't hand off a site until it's performing.

Our integration teams are Nokia Certified Level I, II & III and work across 2G through 5G network generations including Dragon Wave microwave. Network modernization and evolution projects are a core capability.

Operational support services — carrier testing, sweep test, PIM test, OTDR, scoping, and AAT — keep infrastructure performing after commissioning is complete.

Commissioning & Integration
Full system commissioning across 2G → 3G → 4G → 5G. Network modernization & evolution. Nokia Certified Level I, II & III. Dragon Wave microwave integration.
Operational Support
Carrier testing, sweep test, PIM test, OTDR, scoping, and AAT to validate and maintain site performance after commissioning.
RF Testing & Optimization
Drive testing, signal measurement, and RF optimization to confirm coverage and capacity meet carrier specifications before site acceptance.
As-Built Documentation
Complete as-built drawings, equipment records, test reports, and site documentation delivered at project closeout.
Why it matters

One team.
One outcome.

Most wireless contractors manage subcontractors. We don't. Every crew on every site is Concordia.

No finger-pointing when something goes wrong. No markup on top of markup. No sub who hasn't read the engineer's intent. One accountable partner from site search through final carrier acceptance.
